Maybe, maybe not - it looks repairable, but it also looks old, knackered and by extension cheap so nobody would bother. That missile didn't look like Phosphorous, rather I think the flames were from the vehicle brewing up as the stuff put inside for the demonstration (petrol, gunpowder, etc.) caught fire.

(And yes, that sort of thing does happen - at least one British company got a contract at a Middle Eastern arms fair over US and Russian competition because they spent the night before filling their target tank with petrol and the like to make the explosion look more impressive.)
