No comment from Jakarta ATC yet.

This would have been the authority responsible for conveying the information to all the aircraft departing from their airport and flying over the area that was given in the notice (by way of date, time and height of the no fly zone).

All other ATCs (your China included) confirmed they received the notice and issued the relevant NOTAMs. Jakarta ATC has not yet responded about this. Either they did receive it and did not completely pass it on to every aircraft operator or Garuda did receive the NOTAM but lost it in some paperwork or did not give it full priority.

I guess the indonesian and indian authorities will have to investigate where the communication lapsed and why it lapsed.

It was very lucky that a major incident did not happen. This missile after all did fail in the previous test because of the defective heat shielding (which caused the guidance to go awry). Hence a large part of the airspace would have been closed down for hundreds of kilometres on all sides of the expected test path.

Hence the no fly zone was given for safety reasons only....not because we didn't want others to see things live if things went wrong as implied by your earlier post.
